CPRD Overview

Director: Peter F. Mulhall, Ph.D.

The Center for Prevention Research and Development (CPRD) is part of the Institute of Government and Public Affairs (IGPA) at the University of Illinois. IGPA, a multidisciplinary unit within the University's central administration, is dedicated to public engagement through research, technical assistance, and expertise to government, public, and private policymakers. CPRD falls within IGPA's Social Policy program area and is dedicated to the development and application of knowledge to public policy concerns. Specifically, CPRD seeks to support public policy in three ways: 1) improving state and community capacity in terms of human resources; 2) improving practice through research and evaluation; and 3) improving policies and decision making. Using policy analysis, applied research and evaluation, and professional development and training, CPRD works with public and private organizations, agencies, and businesses throughout the state of Illinois and the nation. CPRD concentrates its efforts in the areas of school improvement, health and human service reform, and prevention science. CPRD's work is based on an ecological framework, where populations and environment intersect.

Organizational Overview

CPRD has three primary research/policy divisions within the organization. Each division is directed by Senior Staff members who lead teams of professional and support staff to address project needs.

CPRD has a long history of creating and maintaining successful collaborative partnerships with local, state, and national organizations. Since its inception in 1989, CPRD has worked closely with many rural, suburban, and urban communities both in Illinois and across the United States. CPRD has extensive experience and expertise in the research and evaluation of school and community prevention programs, early childhood programs, school reform, and policy adoption. The organization has a special emphasis on research, evaluation, and the development of data systems for self-study and program improvement.

CPRD has served as the evaluators of the Illinois Middle Grades Network, the Carnegie Corporation's Turning Points Initiative, Kellogg Foundation's Middle Start Initiative, the Foundation for the Mid South's Middle Start Initiative, Galef Foundation's Different Ways of Knowing, and numerous other school reform efforts. CPRD also has outstanding expertise and experience in evaluating after-school and out-of-school programs, working with local communities to assess the effectiveness of 21st Century Learning Communities and Illinois' Teen REACH After-School Initiative, and recently served as evaluators of the Illinois After-School Initiative in partnership with the Illinois State Board of Education and Illinois Department of Human Services. Other projects have included work with the Federal Center for Substance Abuse Prevention, Illinois Department of Human Services, the Illinois Department of Children and Family Services, the Illinois Department of Public Health, the U.S. Centers for Disease Control and Prevention, and the U.S. Department of Education. Most recently, CPRD has been working with the Kraft Corporation in the evaluation of Salsa, Salud Y Sabor, a Latino family-based nutrition and physical activity program implemented across the United States, and with the U.S. Department of Education's Carol White Physical Education Program in partnership with the Association of the Illinois Middle-Level Schools, which is co-located with CPRD at its Champaign office.

CPRD has an interdisciplinary staff of thirty academic professionals -- five with doctorate degrees -- covering such disciplines as public health, education, anthropology, psychology, political science, and administration. CPRD has offices in both Champaign and Chicago.
